Approval pathfinder

Find the route before you draw.

Start with the property, the activity and what is changing. The route is ordered by dependency, not by service menu.

SHT 02/09
Rev C

A fit-out, a new connection and a load upgrade can touch the same unit in different ways. The pathfinder narrows the likely route, then names the documents and the authority stage.

Production output is a crawlable route URL with sourced conditions. The result below is a design example, not a quotation or a guarantee.

Three inputs. One ordered route.

No email required to see the route.

Coverage

Dubai is not one approval environment.

Free zones, master communities and older districts meet different building and utility workflows. Area pages publish only with local content and a real project.

Areas are internal links, not Google Maps outlinks. The index does not claim a local office or a completed project in every district.

FAQ index
01In what order should a fit-out apply for landlord NOC, DEWA, Civil Defence and Municipality approvals?

Start with the building's own consent, because the landlord or master developer controls access, approved load and fit-out rules. Then submit the DEWA electrical package before energisation; Civil Defence and Municipality reviews usually run alongside the fit-out permit, not after it. The exact order depends on the building and activity, so the route sheet should name the dependency for each approval.

02What is the difference between connected load and maximum demand in a DEWA submission?

Connected load is the sum of the installed equipment ratings you declare. Maximum demand is the diversified load you expect after applying demand factors; it is the figure that drives supply capacity and protection. A DEWA submission should show both, with the calculation method and the assumptions behind each demand factor. Oversizing without justification invites comments; undersizing creates a real operational risk.

03I only changed the interior layout: do I still need DEWA approval?

Possibly. A layout change can alter lighting, air-conditioning, kitchen equipment, socket circuits or egress lighting, and those changes affect the approved load and distribution. If the electrical design, load or supply arrangement changes, expect a revised submission. Cosmetic work with no electrical change may still need landlord and fit-out permits, so compare the scope against the approved drawings before deciding.

04What authorisation letters or landlord NOCs will DEWA expect from a tenant?

Typically the tenancy contract, trade licence, landlord or developer NOC, authorised signatory letter and the unit's approved drawings. DEWA may also ask for the premise or customer number, a load schedule and a single-line diagram. Requirements vary by service and property, so the transmittal should list every document by title, revision and date rather than relying on a generic checklist.

05What is the practical difference between LV and HV supply, and where does the line fall?

LV usually means supply at 400/230 V three-phase or 230 V single-phase. HV starts at 11 kV in Dubai's distribution context and is used for larger developments, dedicated substations and some industrial sites. The line is not just about total kW: the authority's network, the building's existing infrastructure and the space available for a substation all decide the connection type.

06What do the statuses on a DEWA application mean?

Statuses describe where the file sits in the authority's workflow. “Submitted” means it is queued; “under review” means an engineer has it; “comments” means a response and revised documents are required; “approved” means the design or NOC has passed that stage. A status is not a date promise. Keep the transmittal, comment sheet and revision table together so the next action is traceable.

07Which factors make DEWA government fees go up or down?

Government fees respond to the service, supply size, number of meters, asset works and whether the connection is temporary or permanent. They are not a consultant's fee. Ask for a fee breakdown that separates authority charges, deposits, consultant work and contractor works, and confirm which deposits are refundable. Rates change, so the quotation should state the date and source used.

Draft / source verification pendingDEWA sourceCost category
08How should I prepare the site for the LV inspection?

Clear access, safe isolation, labelled boards, as-built drawings and the test pack should be ready before the inspector arrives. The installation should match the approved SLD and load schedule. Common failures include incomplete labelling, missing test results, unprotected circuits and a meter position that cannot be accessed. A pre-inspection walk with the contractor is cheaper than a second slot.
